Abstract
This study aims to introduce reports of the Councils for Public Works, which have detailed information about the main aspects of social and economic such as population, commercial life, education and health. This introduction is thought to be important with respect to firstly describing the economic capacity and potential of development of the Ottoman provinces, secondly the interpretation of the rich quantitative data in the temettüat registers, and thirdly identifying the changing concept of development of the Tanzimat bureaucrats.
