Abstract

In Iran under Qajar rule, new schools that were founded outside of the classical madrasah system, were founded not in regards to national cultural elements, but rather, in regards to necesties and political objectives. Missionary schools in Iran, which were founded by the help of Western states were presented as modern schools and irrevocable elements of forthcoming developments, and their real goals were concealed to refrain from to be closed down. National schools except from the missionary ones were introduced to people inaccurately and their closure wase obtained in a short time. Thus, expected reforms in education system could not be happend and disorder ness kept on.
