Abstract
The Ottoman Empire confronted some crises after the XVIth century and began to seek remedies for these problems. The process of seeking ways of recovery that arrived its zenith in the 19th century was characterized by Euro-centric modernization approach. Modern bureaucratic restructuring was accelerated both in the center and the provinces during the new era that began with the Tanzimat Firman. We also observe modern developments and changes. This period witnessed modernizing developments and changes on the one hand in matters such as internal security and judicial applications concerning social life and on the other hand in social control mechanisms with an international character.
