Abstract
The Balkan War caused large scale population movements. From the point of the Ottoman State, following the loss of Balkan lands Muslim people living in the area were obliged to migrate to Anatolia. Meanwhile, Greeks living in Thrace and Western Anatolia migrated to Greece. This very subject of "Greek Migration" was taken up in Fuat Dündar's book entitled "Modern Turkey's Code" in the context of Committee of Union and Progress's "settlement" policies. Fuat Dündar have put forward very important claims and argued that all these claims have been based on documents from the Ottoman archives. However, there are many serious mistakes in reading and evaluating the archival documents cited by himself. Found in a small part of the book, these misreadings create many question marks about other arguments concerning non-Muslims that are raised in the book.
